The thread-safe function's finalizer is not called in conjunction with
the garbage collection of a JS value. In fact, it keeps a strong
reference to the JS function it is expected to call. Thus, it is safe
to make calls that affect GC state from its body.

We define a new type called `node_api_nogc_env` as the `const` version
of `napi_env` and `node_api_nogc_finalize` as a variant of
`napi_finalize` that accepts a `node_api_nogc_env` as its first
argument.
We then modify those APIs which do not affect GC state as accepting a
`node_api_nogc_env`. APIs accepting finalizer callbacks are modified to
accept `node_api_nogc_finalize` callbacks. Thus, the only way to attach
a `napi_finalize` callback, wherein Node-APIs affecting GC state may be
called is to call `node_api_post_finalizer` from a
`node_api_nogc_finalize` callback.
In keeping with the process of introducing new Node-APIs, this feature
is guarded by `NAPI_EXPERIMENTAL`. Since this feature modifies APIs
already marked as stable, it is additionally guared by
`NODE_API_EXPERIMENTAL_NOGC_ENV`, so as to provide a further buffer to
adoption. Nevertheless, both guards must be removed upon releasing a
new version of Node-API.

This enables the option `--force-node-api-uncaught-exceptions-policy`
for a specific Node-API addon when it is compiled with
`NAPI_EXPERIMENTAL` (and this would be the default behavior when
`NAPI_VERSION` 10 releases). This would not break existing Node-API
addons.

This (not particularly elegant) native addon tests the effect of
UV_THREADPOOL_SIZE on node-api. The test fails if Node.js allows more
than UV_THREADPOOL_SIZE async tasks to run concurrently, or if it limits
the number of concurrent async tasks to anything less than
UV_THREADPOOL_SIZE.

Introduce APIs that allow for the creation of JavaScript strings without
copying the underlying native string into the engine. The APIs fall back
to regular string creation if the engine's external string APIs are
unavailable. In this case, an optional boolean out-parameter indicates
that the string was copied, and the optional finalizer is called if
given.

The HTML StructuredSerializeWithTransfer algorithm defines that when
an untransferable object is in the transfer list, a DataCloneError is
thrown.
An array buffer that is already transferred is also considered as
untransferable.

Electron recently dropped support for external
buffers. Provide a way for addon authors to:
- hide the methods to create external buffers so they can
avoid using them if they want the broadest compatibility.
- call the methods that create external buffers at runtime
to check if external buffers are supported and either
use them or not based on the return code.

The term "native module" dates back to some of the oldest code
in the code base. Within the context of Node.js core it usually
refers to modules that are native to Node.js (e.g. fs, http),
but it can cause confusion for people who don't work on this
part of the code base, as "native module" can also refer to
native addons - which is even the case in some of the API
docs and error messages.
This patch tries to make the usage of these terms more consistent.
Now within the context of Node.js core:
- JavaScript scripts that are built-in to Node.js are now referred
to as "built-in(s)". If they are available as modules,
they can also be referred to as "built-in module(s)".
- Dynamically-linked shared objects that are loaded into
the Node.js processes are referred to as "addons".
We will try to avoid using the term "native modules" because it could
be ambiguous.
Changes in this patch:
File names:
- node_native_module.h -> node_builtins.h,
- node_native_module.cc -> node_builtins.cc
C++ binding names:
- `native_module` -> `builtins`
`node::Environment`:
- `native_modules_without_cache` -> `builtins_without_cache`

This is caused by a call to Isolate::GetCurrent() when the calling
thread has not initialized V8. We are working suggestion to add a method
to V8 which allows a check/get without any checks but in the mean time

A gc may happen during environment teardown. Thus, during finalization
initiated by environment teardown we must remove the V8 finalizer

Unlike JS-only modules, native add-ons are always associated with a
dynamic shared object from which they are loaded. Being able to
retrieve its absolute path is important to native-only add-ons, i.e.
add-ons that are not themselves being loaded from a JS-only module
located in the same package as the native add-on itself.
Currently, the file name is obtained at environment construction time
from the JS `module.filename`. Nevertheless, the presence of `module`
is not required, because the file name could also be passed in via a
private property added onto `exports` from the `process.dlopen`
binding.
As an attempt at future-proofing, the file name is provided as a URL,
i.e. prefixed with the `file://` protocol.
