Antonio Sanchez 900b6c7f31 Always load Eigen from @eigen_archive in OSS.
With the vendoring of XLA, bazel gets confused when trying to load Eigen
in some cases, since dependencies were loading Eigen from two different places.
This was preventing us from using certain Eigen modules in XLA.
