libgomp.texi: Update and cleanup of Impl. Status of OpenMP TR13

libgomp/ChangeLog:

	* libgomp.texi (OpenMP Technical Report 13): Wording cleanup;
	sort as in Appendix B; add missing items; remove duplicates.
