This fixes an error in parseYAML(text), the version sorting
coudn't be right as we compared an arrify string
(ie. a = ["v18.11, v16.7.0"]) with an array of strings
(ie. b = ["v18.07", "v16.7.0"]) in versionSort(a, b).
minVersion(a) couldn't find the minimum version with an arrify string
like a = ["v18.11, v16.7.0"].
That's why incorrect version history orders sometimes appeared.
Furthermore, no need to sort the added version as it always comes first.
So, it can be the last one to be pushed in the meta.changes array.

1. Enforce receiver checks on IDL interfaces.
2. Avoid prototype manipulation on constructing IDL interfaces with
`ReflectConstruct`.
3. `defineReplaceableAttribute` should create IDL getter/setter.
4. Corrected `PerformanceResourceTiming` to inherit the public interface
`PerformanceEntry` instead of the internal interface
`InternalPerformanceResourceTiming`.
5. `detail` is not a specified attribute on `PerfomanceEntry`. Node.js
specific extensions are moved to a subclass of `PerformanceEntry` as

This commit documents the event parameters and `http2stream.respond`,
and adds some tests to ensure the actual behaviors are aligned with
the docs.
Testing the 'Http2Server.sessionError' event is added by updating
`test/parallel/test-http2-options-max-headers-exceeds-nghttp2.js`.
The event seemingly has not been tested so far.
`ServerHttp2Session` is exported to validate the `session` event
and the `sessionError` event.

There is an edge case involving GFM footnotes where our current code
adds an empty section which results in a warning (but not an error) in
HTML validators. This change causes the HTML generator to skip the
unnecessary addition of a section tag in that one edge case.

In all.html, we currently generate hundreds of duplicate id attributes
because of conflicts between the way allhtml.mjs prefixes in-page links
with the module name on the one hand, and the existence of legacy id
attributes hardcoded into the page on the other hand.
This prefaces the module name with `all_` to avoid the conflicts.

This fixes a bug that causes our tooling to generate invalid HTML. (The
`align` attribute on `tr` and `td` elements was ending up with the
invalid value of `"none"`.)
