The type of the argument `positive` was declared as `boolean|number`,
which is misleading because the function treats it as a boolean only.
Some call sites even passed numbers, specifically, either `0` or `1`,
which happen to work as expected because they are interpreted as `false`
and `true`, respectively. However, passing `2` would silently lead to
unexpected behavior. Thus, strictly make the argument a boolean.

This is similar to the `queryObjects()` console API provided by the
Chromium DevTools console. It can be used to search for objects that
have the matching constructor on its prototype chain in the entire
heap, which can be useful for memory leak regression tests. To avoid
surprising results, users should avoid using this API on constructors
whose implementation they don't control, or on constructors that can
be invoked by other parties in the application.
To avoid accidental leaks, this API does not return raw references to
the objects found. By default, it returns the count of the objects
found. If `options.format` is `'summary'`, it returns an array
containing brief string representations for each object. The visibility
provided in this API is similar to what the heap snapshot provides,
while users can save the cost of serialization and parsing and directly
filer the target objects during the search.
We have been using this API internally for the test suite, which
has been more stable than any other leak regression testing
strategies in the CI. With a public implementation we can now
use the public API instead.

The binding data holds references to the AliasedBuffers directly
from their wrappers which already ensures that the AliasedBuffers
won't be accessed when the wrappers are GC'ed. So we can just
make the global references to the AliasedBuffers weak. This way
we can simply deserialize the typed arrays when deserialize the
binding data and avoid the extra Object::Set() calls. It also
eliminates the caveat in the JS land where aliased buffers must
be dynamically read from the binding.

I added a new custom ESLint rule to fix these problems.
We have a lot of replaceable codes with primordials.
Accessing built-in objects is restricted by existing rule
(no-restricted-globals), but accessing property in the built-in objects
is not restricted right now. We manually review codes that can be
replaced by primordials, but there's a lot of code that actually needs
to be fixed. We have often made pull requests to replace the primordials
with.
Restrict accessing global built-in objects such as `Promise`.
Restrict calling static methods such as `Array.from` or `Symbol.for`.
Don't restrict prototype methods to prevent false-positive.

Add a v8.stopCoverage() API to stop the coverage collection
started by NODE_V8_COVERAGE - this would be useful in
conjunction with v8.takeCoverage() if the user don't want
to emit the coverage at the process exit but still want
to collect it on demand at some point.

Add an v8.takeCoverage() API that allows the user to write the
coverage started by NODE_V8_COVERAGE to disk on demand.
The coverage can be written multiple times during the lifetime
of the process, each time the execution counter will be reset.
When the process is about to exit, one last coverage will
still be written to disk.
Also refactors the internal profiler connection code
so that we use the inspector response id to identify
the profile response instead of using an ad-hoc flag in C++.

Store all primordials as properties of the primordials object.
Static functions are prefixed by the constructor's name and prototype
methods are prefixed by the constructor's name followed by "Prototype".
For example: primordials.Object.keys becomes primordials.ObjectKeys.

Almost all path validations within our file system are combined with:
```js
path = toPathIfFileURL(path);
validatePath(path);
```
So simply extracted them out into `getValidatedPath` function to
`internal/fs/utils.js` to DRY up the code and reduce duplicating them.

This makes a effort to make sure all of these errors will actually
also show the received input.
On top of that it refactors a few tests for better maintainability.
It will also change the returned type to always be a simple typeof
instead of special handling null.
